Biography: At the University of Kentucky since 1986, Dr. Eugenia Toma has held the rank of Professor since 1991. She is nationally and internationally recognized for her work in the economics of the political process and economics of schooling. She has examined the effects of actions taken by higher levels of government on the output of lower levels of government in tax policy and in education. Dr. Toma has published extensively and her work appears in journals such as Journal of Policy Analysis and Management, Journal of Law and Economics, Public Choice, Journal of Public Economics, and Review of Economics and Statistics. She also has written technical reports for groups such as the National Institute for Education, the Treasury of New Zealand, and the State School Board of Michigan. In 1999, she was selected to deliver the annual lecture in the Virginia Political Economy Lecture Series in honor of 1986 Nobel Laureate in the Economic Sciences, James Buchanan. Dr. Toma served as Director of the Martin School January 1995 to June, 2004. She has also held leadership position in the Association for Public Policy Analysis and Management, the Southern Economic Association, and the National Association of Schools of Public Affairs and Administration.
