IFIR is a joint undertaking of the Martin School of Public Policy and Administration and of the Institute for Regional Analysis and Public Policy at Morehead State University. The Institute is housed at the Martin School, in Lexington, Kentucky.

IFIR affairs are managed principally by its Director and Associate Director. Together with the Director of the Martin School, these individuals constitute the IFIR Executive Committee.
